At this needs roughly here. Whether it fits depends on the geometry, not the size: a large CAD assembly can open, while a much smaller STEP exported from a mesh can run out of memory. If it does, this page says so, and the file never leaves your computer either way.

Why a Rhino file can open with missing objects
This viewer reads mesh objects and the render meshes saved alongside Rhino surfaces. It loads a Rhino reader for that work. It does not generate a new display mesh for every NURBS surface in the file.
An object without a saved mesh can be absent from the preview even when it exists in Rhino. Curves, points and annotations also do not appear as surfaces. Check the skipped-object warning before treating the preview as a complete model.
If the file is incomplete here, ask the sender for an export containing the required mesh geometry. For exact CAD surfaces, ask for a STEP export from the original Rhino model. The 3DM guide explains the distinction.
